Located at the entrance of Garak Market, this water tower, built in 1986, once stored 600 tons of groundwater to supply tap water. Ceasing operation in 2004, it has been preserved as the last water tower in Seoul instead of being demolished. This structure's transformation is a prime example of effective urban branding, turning it into a kinetic art piece called "Curtain of Rain" by American installation artist Ned Kahn. Utilizing the water properties of the tower, the artwork was recreated with wire frames and an eco-friendly bioplastic called Durabio. Durabio, made from renewable resources like corn, offers dynamic visual effects that enhance the branding of the site, changing with light and wind.
Additionally, the idle land near the tower has been developed into a horizontal garden, further enhancing the area's branding by offering a new, green space for citizens. This development not only preserves a historical structure but also reinvents it as a landmark that strengthens Seoul’s cultural branding.
